The dossier is a by-product of the work.
Most of the record already exists by the time a job is done — the welds were made under a procedure, the tests run against a code, the findings raised and closed. Yet the handover dossier is still, in most shops, rebuilt at the end from scattered files. We think that's backwards. The MRB/MDR should assemble as the work happens, so closing a project is sealing what's already there.
